Finally Supreme Court favors Government in its Judgement on State Haryana Panchayat Elections on 10 December 2015 on all 05 Haryana Panchayati Raj (Amendment) Act 2015 mandating educational and other norms for contesting elections to village bodies polls.  Earlier Supreme Court asks state why education norms are really needed on 27.10.2015. State tells apex court that education norms can't be quashed holding it unreasonable. No decision taken by Supreme Court (SC) on 15 October 2015, the next hearing will held on 27.10.2015. Municipal Committee Sohna & Bahadurgarh General Elections Electoral Rolls ward wise & booth wise finally published on 18.12.2015 (sohna) and 30.11.2015 (bahadurgarh). Panchayat General Election 2015 Clarification Model Code of Conduct regarding orders dated 24.09.2015....
Earlier State Election Commission has postponed panchayat elections till further orders dated 22.09.2015 also put on hold on Notification no. SEC/3E-II/2015/8656 dated 8th September, 2015 and all other notifications/orders issued (next hearing of Supreme Court on 07 October 2015 (Wednesday). The Date & time for scrutiny of papers revised, now it will be held on 22.09.2015 at 10.00 am onward. Instructions regarding receipt of nominations released on 18.09.2015 as per orders from Hon'ble Supreme Court of India. Elections may have to be rescheduled as Supreme Court stays minimum education norms for Haryana Panchayat Polls 17.09.2015 02 days before last date of nominations. Now new Criteria for contesting poll is Class 10th for general category, Class 8 for women and SC candidates, Class 5 for scheduled caste women candidates.....

However, Rajiv Sharma State Election Commissioner said we will study the stay order before taking any call.  Earlier Stay on Panchayati Raj (Amendment) Bill 2015 refused by The Punjab & Haryana High Court.  Also Model code of conduct comes in to operation with effect from 08.09.2015. There are total 21475 polling stations and total 11009317 voters and 03 phase elections to Panchayati Raj Institutions (PRIs) for nearly 72,000 posts of panchayat members, panchayat samitis and zila parishads going to contest on October 4, 11 and 18.
Municipal Council Bahadurgarh, Jind, Hansi general elections preparation of electoral rolls started. Municipal Committee Kalanaur district rohtak bye-elections preparation of electoral rolls started. State haryana reply to High Court that bill would be introduced in upcoming session of Assembly starting from 02.09.2015 to amend panchayat act for contesting polls.  HC has adjourned the hearing till 14.09.2015.  NOC from Dakshin Haryana Bijli Vitran Nigam (DHBVN) must to contest panchayat poll.  Also Ward-Wise and booth-wise photo based electoral rolls in respect of all wards of the Municipal Council Palwal and Municipal Committee (Assandh, Rania, Barwala, Bawal, Meham and Punhana) started and final publication on 10.10.2015.  Also Chief Minister Manohar Lal Khattar taken decision in a cabinet meeting for Haryana panchayat elections that government ombudsman for the contest must 10th class passed, toilets at home and eligibility for Scheduled Castes is 8th class passed.................
